I am using pictures web part from Search Driven Web Parts category. As soon as I inserted web part on my page all the other web parts Title and Border get disappeared.

Also My picture Web part is showing all the pictures from current site collection. I want to configure the same to particular Picture library say Media Gallery from my site collection, and i am using that web part on site collection home page only. How to configure the same in that web part?

I didn't reproduce this issue in my SharePoint Online environment, I added pictures web part and content editor web part in the page, both web parts display correctly:
