I am trying to keep my cost down as I was wondering what is this Azure Website Plan used for? An App Service Plan is the actual unit of purchase for web apps. You can have multiple web apps running in a single plan. The Plan itself is defining the backend resources we're allocating to you. For example, if you have a premium App Service Plan you could host 5 Web Apps on it, and they would all share resources (and be premium).

If you have just as database I'm not sure why you have a App Service Plan. Normally your database would be done through Azure SQL, but you can deploy them alongside Web Apps.

If you're hosting a Web App, then the Plan is where you pay for it. It sounds like you're probably on a S1 plan, you could look at turning it down to Basic depending in your requirements.
