I am not seeing any Service Alerts. Which region is your Azure SQL DB deployed? Also, do you have an Azure support plan? If you do not and you would like this investigated, please send your Azure Subscription GUID to AzCommunity at Microsoft dotcom and I can have an incident ticket enabled to have this look at.
