Azure DNS does not allow me to add the same hostname to 2 different public IP resources. I would imagine this to be equivalent to having 2 A records. Why is this not allowed?

are you trying to associate an A record in Azure DNS with 2 diff ip address ? or are you trying to add 2 public IP address to an existing VM. could you please clarify.
