I have 2 projects in 1 solution. I was wondering if you could run the other project if one is a windows form and the other is a C#.

Do you mean that the WindowsForms project is VB and the other is C#?  If so then yes...  Of course, WinForms can be written and compiled in C# too (if that is what you meant).

Any way you look at at you can combine just about any combination of .NET projects in a solution.  This is evidences by the way you reference one project to another - you add a reference to it (which references the .dll or .exe that is produced in the bin foder.  This is just the same as if it were not part of the solution.
