Our tenant's catalog was created years ago, and we aren't even sure who initiated that. I am the only Global Azure Administrator, but I don't seem to be a Catalog Administrator (I don't see the settings icon in the portal). 

In Azure, how do we change the Data Catalog Administrators?

You can see the current admin of the Data Catalog by using the GET request and parameters found here:

https://docs.microsoft.com/en-us/rest/api/datacatalog/data-catalog-data-catalog#get

After your response indicates the current admin, the current admin can manage assets using the information found here: 

https://docs.microsoft.com/en-us/azure/data-catalog/data-catalog-how-to-manage#manage-ownership-of-data-assets
