We have an Azure AD Identity protection subscription. I have enable the Azure MFA registration Policy and in the "Include/Exclude users" settings, I have included 5 users. When I click on the "Verify", I can see that all users in my Azure AD will be impacted !

If you mean the Review section, it doesn't correctly reflect the selection you've made for the MFA policy settings. But in general, I would advise you to use a "normal" Conditional access policy to enforce MFA, and not the limited version that is exposed in the Azure AD Identity Protection blade.
