After repro the scenario of the thread you mentioned, I found that what I got was the network status description, not include the network date. I think this is normal, date is not the status of network, right? And as far as I know GetIfTable() cannot get the net date. You might have already read this article from MSDN library: http://msdn.microsoft.com/en-us/library/aa365943(v=vs.85).aspx
