Adding/updating an endpoint ACL via the portal it says updating, but there is nothing in the notification area and the ACL is not saved.

I tried using PowerShell, the command completes with no errors or warnings, but when I check the ACLs the update has not happened.

I would recommend following this tutorial for adding endpoints as well as ACL on Classic VM :

I just followed this tutorial and was able to add ACLs on classic VM endpoints.
While following the tutorial, make sure that Remote subnet is in CIDR notation. You will be seeing notification in each case: for the failure as well as successful addition.
