There is one program that have some shortcuts, when I open that program by clicking different shortcuts, I found that the icons didn''t combine as the policy says.

All these shortcuts are targeted to the same position. Can anyone tell me why this happen and how to combine all these icons? Thanks

PS:Maybe the way I ask the question is not so accurate. I think of this as a windows programming related problem, cause, you see, I can create shortcuts in my code.
what I actually care about is that how can I create two shortcuts that target to the same place, but have to different instance icon on taskbar when I launch the program by double clicking the two shortcuts while the taskbar buttons group policy is "always combine".
