My App Service stopped functioning today because it says my SSL has expired but it has not.  It says expired 10/16/2018 but it doesn't expire until 2019.

Have you viewed your SSL Certificate from within the browser? Does it confirm the expiration date there? My suspicion is there is a different certificate being served then you expected. If your site is public facing, you can share it here and I can check the certificate.
