Currently storage devices will show up in windows without a serial number. Is there a way to change this behavior or assign serial numbers?

Azure uses Azure VM Unique ID - Azure VM unique ID is a 128bits identifier that is encoded and stored in all Azure IaaS VM’ SMBIOS and can be read using platform BIOS commands. The only time this changes is when the VM is deleted, and the recreated. I.e. if you clone the disk, the new machine would get a new Serial Number.
