On the sizes for Windows virtual machines in Azure (see https://docs.microsoft.com/en-us/azure/virtual-machines/windows/sizes) the terms low and medium traffic web servers are used. 

Does Microsoft offer a definition of what constitutes low and medium traffic? For example, in terms of concurrent users, page requests etc.?

Yes, if you click the link for General Purpose You will see the specifications for that series of servers.

There's no definition for concurrent users, or page requests. Those are metrics you would gather, along with CPU/RAM/Disk/Network metrics, and see if your workload would fit into one of the general purpose machines, or if you need something bigger.
