Maybe a simple question, but I am in the beginning of setting up a new SharePoint site for our health care organization, which has many different departments.  This is going to be an intranet only and not available to the outside public world.  We have the main site in the site collection (including a newly created dev site).  Now I guess I need to know maybe a best practice: will each department have a Site Page under the main site, or does a new site collection need to be added for each department? I ask as I initially created a site page with a link going to each department, but now I am trying to set up content creators for each page and do not see where I can do that. When I go to a site page (like Human Resources) and want to give just a FEW individuals edit permissions to the site page, it seems to give them permissions to ALL the site collection.

By default permissions applied at the root level of a site collection are inherited by the entire site collection.  That Security Inheritance can then be broken and replaced with specific permissions at the subsite, list/library, or item level.  Since pages will all live in the same library on a site you can either break permissions on each page or create a sub site and break permissions at the sub site level.  I would use a sub site since its easier to maintain the permissions on new items without a lot of continuing management.
