I've set up 6 AzCopy instances in parallel that copy files between 2 storage accounts. One or two of these seem to be consuming most of the bandwidth, which leave the others stuck at 0 B/s. Is there any way I would be able to configure each instance to run at a specific bandwidth? I mean, is it possible to set the bandwidth consumption of AzCopy at a specific value so that each instance will perform the transfer at equal speed?

There is no explicit bandwidth switch, however you can limit the resource each AzCopy occupy by using 

AzCopy</来源:> </目的地:> /NC:<并发数>   

AzCopy </Source:> </Dest:> / NC:<number-of-concurrent>

This will Specifies the number of concurrent operations. AzCopy by default starts a certain number of concurrent operations to increase the data  transfer throughput. A large number of concurrent operations may occupy the whole bandwidth. Therefore if you prefer to let each instance perform the transfer at equal speed, please let them running on the same number of concurrent operations.
