Using the Portal I tried to create a managed instance.  I used this documentation:

As you can read on the following thread, it may take about 24 hours to deploy a managed instance, but by GA this time will be reduced to a few hours.

Some users make the mistake of creating another instance because they think the first instance was not created, and they end creating 2 instances. Be patient. Wait a little bit.
