LockId is the identifier for the lock. Learn more about SPFile.Lock method.

In Windows SharePoint Services, there is a type of check-out process called short-term lock. Short-term checkouts are implicit and are done when a file is opened for editing. A lock is applied to the file while it is being edited in the client application so that other users cannot modify it. After the client application is closed, the lock is released.

What do you mean checkin file without LockID?

In SharePoint AllDocs table:

• CheckoutUserId: If the document is checked out, this parameter contains the User Identifier of the user who has the document checked out. Otherwise, this parameter is NULL.
• CheckoutDate: A time stamp in UTC format indicating when this document was checked out.
• CheckoutExpires: A time stamp in UTC format indicating when the short-term lock for this document will expire.

If the file is not checked out, these values will be null.
