We've moved this thread to Web Apps forum since it didn't concern Azure API Management. To answer your question, I'm not aware of such a REST service that is available for that specific use. To confirm, are you looking to check availability of a webapp name (<appname>.azurewebsites.net) globally in all Azure webapps context or just within a specified resource group?
