According to the error you would need to be added specifically to the Microsoft tenant and the application within that tenant as a Global Admin. If you can be granted global admin access to the tenant and application that would resolve your error. I would, however, suggest creating the Azure Active Directory in a tenant other than the Microsoft tenant and registering the application under that tenant. Then you can add your account as a global admin user in that directory/tenant and link that directory to the subscription in your Microsoft tenant. These steps will resolve your issue.

Please see this thread for a more detailed discussion and further troubleshooting. The error message can be a bit misleading.
