I have a document library within a site that needs to be anonymously viewable.  This works fine for most users and anonymous users alike.  However, I have at least two users - when they're already signed in - who can't access the library.  They get the "request access" dialogue instead.  Kind of odd, since you'd think the anonymous access would take precedence.
