The issue is that I try to start a new process (at this point I am in the maximized window, which has no minimization option), which opens a new window. This leads to the opening of the Windows 7 bottom panel (which contatins Start button, clock and so on), but I should not allow user to gain access to external environment.

i dont think it is possible to disable the users external enviroment if i understand right, your window shows the taskbar and you dont want the user to be able to use it?
