I would like to use conditional access available in Azure AD with the P1/P2 license with an existing third party MDM solution such as Air Watch.

For conditional access, your options are here https://docs.microsoft.com/en-au/azure/active-directory/conditional-access/controls for the device to be marked as compliant "Third-party MDM systems for device OS types other than Windows 10 are not supported." However the Intune app protection policies work independent of the mdm solution being used. You’ll have to use an alternate method like require mfa or something else instead.
