Hi, I have been trying to figure out how to create a PPT Slide Library in order to have a place to assemble my individual slides that will be used to create powerpoints. Once I have that folder I believe I should be able to build a slide deck from those slides, then if I ever change a slide in my SharePoint folder it will update all PowerPoints that use that slide in their deck. Can anyone help me do this?

In SharePoint, we can use a Slide Library to reuse slide content. The Slide Library is "deprecated" in SharePoint 2013, but we still can create is via the URL "http://site/_layouts/15/slnew.aspx?FeatureId={0be49fe9-9bc9-409d-abf9-702753bd878d}&ListTemplate=2100".

For the sync updates for slides requirement, there is not OOB feature. You may need to deploy customization solution, monitor item update event and update the files using the code.
