I would like schedule the Data factory job to run at 12:30 am (EST) every day.

What is the correct time format that I should use? I am little confused with UTC vs local time ...which one I should use?

The times in scheduler section of your pipeline is always in UTC, so convert your desired EST time to UTC time and use that in your data factory.
