Hello,

 

to publish a web site on remote server you need at least one FTP account or FrontPage enabled account.

Publishing a web site mean uploading content(the pages you have developed on your local machine) to remote server where the site is created/hosted.

To publish a web site or to connect to remote server you need one FTP/FrontPage account and it can be accessed only when you have a user created for it.

So you can not publish a web site without having any user for it.

Normally hosting companies do not offer Anonymous FTP accounts for security reasons.
