It is good to consider moving the pagefile on VMs to a disk that is not replicated but not mandatory, just that the option is also available. Depending on the workload and the storage subsystem, the paging file can register a significant amount of churn. However, replicating this data from the primary site to Azure would be resource intensive. So, it is expected to keep page file on temp drive on Azure VM. Temp drive does not get replicated and excluded always. similarly, for on-prem VM if page file is large you can keep it on a disk that can be excluded, but you need to ensure things are properly set back on Azure after the VM is created during failover.
