I''m supposing you installed Flash correctly.
I can find it in COM-GAC, both Shockwave ActiveX Control and Shockwave Flash which are "installed" in C:\Windows\SysWOW64\Adobe and c:\Windows\Macromed\Flash Directory.
Maybe it wasn''t registered correctly, please try to register it again with REGSVR32.
By the way, if you dont''see a .NET .dll in your GAC (there are some from Dreamweaver MX for ASP.net), please use
gacutil /i yourdll.dll
