I have a document library setup with a custom column for different 'Services'. It's on a Site Page, and I wanted to know if I can add Navigation links and/or hyperlinks that tell the Document Library which Custom View to open with.

If I understand your request correctly, you want to add items to the local and/or the global navigation bar that navigate the browser directly to a custom document library view.  If that is the case then yes, you can do this, like so:
