I was wondering if there are other ways to trigger a SP 2010 Workflow.

I am currently using a list with various columns and entries but each user can set a certain alert date (i.e. 31.05.2017) for their respective entry. I want to utilise a SP 2010 Workflow to send out an E-Mail to a specific mailbox if the alert date = todays date. Unfortunately I haven't found a way to trigger a Workflow if no new list item is created or changed.
Basically the Workflow needs to run all the time and check the if the alert date is the same date as the current date and if yes sends out an e-mail.
