I've gone into Azure Active Directory > All devices and all our workstations are in there, is this normal?

Yes, this is normal. You will see both "Hybrid Azure AD Joined" and "Azure AD registered" devices. Could be that all the users who are getting the logon prompt are enabled for MFA authentication.
