I have been doing a proof of concept using a Snowflake database.

I have managed to create a SSAS Tabular model that uses the Snowflake data via ODBC, but when I deploy the model to Azure it gives a message saying that I need to configure an on-prem data gateway to allow Azure SSAS to connect to Snowflake via an on-prem ODBC connection.

This doesn't make much sense - for a cloud service to connect to another cloud service via an on-prem gateway.

PowerBI seems to have a really good solution where the desktop model initially uses an ODBC connection, but this is converted to a cloud based connection on deployment to the power bi service.

Since PowerBI has a snowflake connector, it doesn't need an on premise gateway. Since azure analysis service doesn't have a snowflake connector, you need a on premise gateway to do the work for you. If you think it is a must need feature for you, Please post your feedback here. As your feature request gets more popularity, it will be prioritized and implemented.
