we want to convert a vhd to a VM (Iaas).  this VM is a linux.

Should the NIC be set to dhcp before we convert it to a VM? Or should we set the IP as static  before or after converted to a linux VM?

Dynamic IP is always used for deploying a new resource in Azure, and configuration (Memory, CPU, Disks) depend on the VM size you want to use.
