Looking at the system requirements page on OpenCart website, you should be able to deploy and install OpenCart website on Azure App Service pretty easily. While we are able to recommend steps with context of Azure App Service (PaaS hosting offering) whose MSDN forum I've moved your thread to, steps are going to be a lot different if you're looking to run your OpenCart website on an Azure IAAS offering or inside Containers etc..
