I have my own virtualna machine in VirtualBox with the Debian system. I want to transfer this machine to Azure. There is a web application on the machine that I want to share outside. Help me carry out this operation - did anyone already do something like that, maybe some sources of help?

I suggest you to convert VirtualBox  .VDI to .VHD, then upload VHD to Azure and you can create a new VM with that VHD in Azure you can host you WebApp inside of VM you just need to open outbound ports for public access.
