We have a cluster behind an internal loadbalancer in Azure (standard SKU) and the ARM template deploys however the cluster is stuck on "waiting for nodes". When i RDP onto any of the scale set nodes I see the following error;

错误:Microsoft.Azure.ServiceFabric.Extension.Core.AgentException:System.Net.WebException:无法连接到远程服务器---> System.Net.Sockets.SocketException:连接尝试失败，因为被连接方未正确响应 一段时间后，或由于连接的主机未能响应52.174.163.204:443

ERROR: Microsoft.Azure.ServiceFabric.Extension.Core.AgentException: System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 52.174.163.204:443

我尝试完全打开NSG进行出站连接，并重新启动了节点，但是仍然存在相同的问题.

I have tried completely opening the NSG for outbound connections and rebooted the nodes but still the same problem.

Any ideas? This is a critical configuration for some of our clients.

How long it is in waiting for nodes? Probably you could try same scenario manually I mean using Azure Portal.
