User with "Contribute" access to this library can create a new form without any issue. However, when the same user attempts to open an existing form (even the form created by him or her), they get following error.

"InfoPath cannot open the following file: https://webapp/sites/sitecollection/FormsLibrary/Testform.xml . To open the file, access to the following form template is required: https://webapp/sites/sitecollection/FormsLibrary/forms/template.xsn"
