we have a virtual machine located in western Europe.

Now all relevant information (i.e. in Edge) is in dutch language (probably because the location of the virtual machine is in Holland). How can we change the location in the windows 10 virtual machine to a location in Germany?

There is no direct way to change the region of an existing Azure VM, you need to copy and move the Image or VHD of the existing Azure VM to the region that you want to move to, then create an Azure VM using that resource. You may refer the SO thread link which discusses the similar issue.
