I''m using sharepoint2010.
in the quick launch bar of my site i have three link items and 2 libraries.
that 2 libraries has to display to every one. but the 3 link items should not display
to every one it has to display for particular users.how to restrict access permissions to achieve this.

How do this depends on what version of SharePoint 2010 you are using, whether you have User Profile Services, and what site template has been used.
