As a personal experience, just recently one of our developers had used a special character in the database password, and when we tried to move that installation to our hosting company we run into a bizarre, and nasty problem; this problem alone wasted 3 days of our time, till I realized he had used a special character in the password (Drupal was able to read the database as long as loading of homepage was concerned, but then non of the links from there would work).

So, I really want to avoid the repeat of that scenario by understanding the problems that might arise from using special characters in building the application especially web.
