Please check the following possibilities for this.

1)Make sure you have permission.

2)Are you using compression(gzip or any other tech.)check the IIS setting for this.

3)Is your browser denied means that the code is not exicuted on the server side(.cs file) and directly giving error(web page can not display.)
for this check the size of the document you are uploading as well as check the config setting for the "httpruntime" ,"maxrequestlength" and "exicutiontimeout" tags.

4)add <add key="aspnet:MaxHttpCollectionKeys" value="9999"> tag in your web config file.

5)check the path from where your downloading and uploading the file(probably in your web config file).
