in telnet you connect to a host, can''t you just use the proxy as a host? Providing it has an smtp server, of course.

When you connect to telnet you can specify a host server. Ie for in-business communications it might be localhost. Instead, connect to smtp.proxy.com and continue as normal.

If you''re asking "can the Telnet or SMTP protocols be proxied?", then yes they could be. However most off the shelf proxies are tuned to a particular set of protocols (e.g. HTTP for a web proxy) and would need a fair amount of customisation to make them work [1].

If you''re asking "can I use Telnet to connect to a proxy server?" then again the answer''s yes. Telnet is just a command line app for sending text strings to sockets that just happens to default to port 23. Most HTTP proxies lurk on port 8080 so you can plug into that and give them HTTP requests as if they''re web endpoints.

[1] Actually probably not that much as both Telnet and SMTP are pretty old and simple protocols. You can tell that by how low their port numbers are.
