After making changes in web.config for sessionMode, proving all attributes for stateserver, I re-compiled and deployed my web site. Now I have code in Session_OnStart event, but that event is not firing at all.

Session_OnStart event works fine in "StateServer" mode, your problem is elsewhere.

In a load-balanced application (WebFarm) you have to make sure all applications use the same <machinkey> setting, but this is not an issue here.
