They are control characters[^]. Basically, they are the representations of control codes - it looks like you have a corrupted file.

The different characters are:

ETX (0x03) - This is an end-of-text character. This should have indicated that the end of the text stream had been reached.
EOT (0x04) - This is the end-of-transmission character. This should indicate that the transmission has completed. This is not intended for the same purpose as the ETX character, because a single transmission may have received multiple text streams and message headers.
DC2 (0x12) - This indicates soemthing called Device Control 2. I can''t be more specific about what it is because the meaning varies from device to device.
DLE (0x10) - Data Link Escape. Effectively this means treat the following characters as escaped characters (in other words, don''t treat them as control codes).
