I would suggest you first talk to the author of the original article. Load the article page, locate the section "Comments and Discussions" at the end of the page and hit "New Message". The author will get e-mail notification and a chance to discuss your proposed work with you.

Formally, you have every right to create a derivative work without author''s permission (it may depend on a particular license terms though), but talking to the author would be most helpful for both articles and most appropriate and respectful.
