Sorry, this statement is gibberish, a misuse of language semantic (English in this case, but it is not essential).

The .NET Framework does not "mostly" use CLR. It does not use it at all — .NET is the implementation of CLR. And yes, .NET is one of the VES:

So, here is the misuse: you cannot ask what we prefer and why. This is the same as the question "Why we prefer apple to fruit". (However you could ask why one prefers Apple to Microsoft. You will here so much… :-)). You cannot ask "We we prefer cabbage to vegetables?", etc.

If your meaning was "Why we prefer .NET?" ("then", what "then"?) it also would not make any sense.
