Hello I have developed aweb application . and have deployed it on IIS7.0 server through static ip. Now i am able to acces it through loaclhost and system ip address as 192.168.1.11.rom outside i cant access it soi want to access it through static ip address,plz suggest me how can i do that

Out side means from other network or same network...

if you need to access it from other network then you need to bind that server to your live internet server and that ip address to access your site..
