AFAIK There is no "standard" way to talk to a toy car via USB. You will have to talk to the manufacturers - if they provide an interface, then they should be more than willing to help, or at least point you at the right documents.

If you are trying to design this including the hardware, then that is another matter - you need a lot more help than we could easily give here!
