There should not be such think as MP3 downloader, because for the protocols serving file downloads, there is no different what is the content of the file. You can have HTTP/HTTPS, FTP, etc. downloaders or downloaders using a set of different protocols.

As to HTTP/HTTPS, you can use the source of my HTMLDownloader I provided here at CodeProject. This code can continue the download of partially downloaded files if the downloading was interrupted. Please see how to download a file from internet[^].
