I doubt the is a windows for that part... and if it does it would propably not be documented because the notification area is not intended to be used that way. Also it probably differs from one version of Windows to ther other. And you have to be aware that icons are not always displayed in that area.

I doubt that there are any simple solution for what you want to do... and I would not recommand you to hack the system.
