The only possible universal solution is to take a screen shot, work out the mouse position in the shot, then separate the word using image processing and finally, use OCR to work out if there''s a word there, and what it is. If you don''t mind that WPF apps won''t work, I believe there''s windows messages you can use to find the HWND your mouse is over, and then get the text of that window. I''m not sure, even then, how you''d go about working out what specific word in the window your mouse was over.
